The pCPA is a stand-alone not-for-profit organization.

We negotiate drug prices with manufacturers on behalf of publicly funded drug plans in Canada. These include federal, provincial, and territorial programs.

Mauro Chies

Mauro Chies

CEO

Mauro joined the pCPA in February 2025 with more than 20 years of leadership experience in the healthcare sector. He is the former CEO of Canada’s largest single health authority, Alberta Health Services, and has previously served as senior executive overseeing broad portfolios that included pharmaceuticals and infection prevention and control. He was also the founding chief executive officer and Board chair of Alberta’s Precision Labs. Mauro is recognized for his transformational leadership, stakeholder relations skills and people-centric approach.

Deputy CEO

Dominic oversees our negotiations, analytics, and quality and innovation functions, including work to support effective negotiations. He has been involved with the pCPA since inception (2010) and played a key role in our evolution to a stand-alone not-for-profit. Dominic has a background in business administration and previously held roles with the B.C. Ministry of Health. He is currently co-chair of the Health Technology Assessment Roundtable for the North American branch of the Professional Society for Health Economics and Outcomes Research (ISPOR) and a member of the ISPOR HTA Council. 

Gavrielle Tran

Gavrielle Tran

Executive Director, Corporate Services

Gavrielle oversees our finance, human resources, information technology, and enterprise risk management functions. Her role includes fostering and strengthening cross-functional alignment and ensuring long-term financial stability and organizational integrity. She joined the pCPA as a consultant in 2022 to support our transition to a stand-alone organization. As a chartered professional accountant with a master of business administration and 20 years of progressive experience in government and the not-for-profit sector, Gavrielle’s expertise spans strategic leadership, financial management, risk and compliance, and governance. She has long shared her expertise in volunteer Board positions at various organizations, including the West Coast Environmental Law Association.  

Geneviève C. Gagnon

Genevieve C. Gagnon

Executive Director, Partner Relations and Communications

Genevieve oversees our communications, public affairs, and engagement functions, including building meaningful relationships with the various voices that inform the pharmaceutical ecosystem. She joined the pCPA as we were becoming a not-for-profit organization. A seasoned leader, she has been shaping communications, knowledge translation, member engagement, and public affairs functions in health and research organizations for over 20 years. She has a deep interest in research, and she sits on, and was previously vice-chair of, the National Research Council of Canada’s Research Ethics Board. Gen is fluent in both English and French.
